Convention on the Rights of Persons with Disabilities

The Convention on the Rights of Persons with Disabilities (CRPD) is a treaty that promotes quality of life, choice and inclusion of people with disabilities. The purpose of the CRPD is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity.

CRPD requires countries that ratify the treaty to afford people with disabilities dignity, choice and participation in decisions that affect their lives. CRPD principles include: Respect for inherent dignity, individual autonomy including the freedom to make one’s own choices, and independence of persons; Non-discrimination; Full and effective participation and inclusion in society; Respect for difference and acceptance of persons with disabilities as part of human diversity and humanity; Equality of opportunity; Accessibility; Respect for the evolving capacities of children with disabilities and respect for the right of children with disabilities to preserve their identities.

2010 — California Human Rights Forum: U.N. Convention on the Rights of Persons with Disabilities
The California Department of Developmental Services — Consumer Advisory Committee (CAC) invited Kathy Guernsey, Education and Outreach Director of the U. S. International Council on Disabilities (USICD), to lead a statewide human rights forum for advocates and community members on the international Convention on the Rights of Persons with Disabilities (CRPD). Ms. Guernsey links basic human rights to CRPD and its relevance to everyday life through increased awareness and utilization of plain language content. The forum was made possible by volunteer efforts of USICD and DDS–CAC. The video was produced as a volunteer effort of the Board Resource Center.

The CAC believes that knowing about and exercising human rights in everyday life is vital for everyone so they may enjoy life and liberty. To live by their motto, My Life, My Way, CAC members wanted to understand more about basic rights as members of the global community. They conducted a human rights forum in partnership with the Board Resource Center, through which this video and companion booklet were produced. Using their decision-making process Think–Plan–Do, the CAC examined CRPD concepts and examples of human rights. This experience guided development of accessible video content and an easy-to-read booklet text so more people may better understand the significance and appreciate the magnitude of this landmark treaty.

2011 — Living the Treaty: U.N. Convention on the Rights for Persons with Disabilities
Through personal stories, California self and peer advocates illustrate the significance of the Convention on the Rights of Persons with Disabilities in promoting basic human rights as applied to everyday life and full participation in society. They insist better understanding of these basic rights leads to a better quality of life — a life of more independence, dignity, inclusion and choice. The video uses accessible content with straightforward language to underscore elements of the treaty, such as employment, equal treatment and access, so viewers may recognize the vital implications of this historic accord. The video was produced as a volunteer effort of the Board Resource Center.

#3 — Human Rights Campaigns (Pac Rim Conference)
Effective rights campaigns involve the pursuit of legal, legislative and policy changes and call for active voices of individuals who seek to assert their rightful place in society. The CRPD strengthens obligations of countries to ensure persons with disabilities are included in society and supported to build their capacities. Plain language and accessible formats open doors to increase knowledge, rights and engagement. This presentation describes three projects (Advocating with Your Elected Officials, Self Advocacy Network and Boards for All) that expand opportunities to be informed decision makers. These tools were developed by and persons with developmental disabilities to strengthen collective advocacy and rights based outcomes.
